Can a Famicom cart "knock out" a console for 10 minutes?

I got this complaint from an eBay customer:

"Hello,
I'm afraid I'll need to return this game. Not only has it not fired up once since I received it, but it knocks my Famicom out for at least 10 minutes every time I try to make it work. Is this the only copy of Family Block that you had for sale?"

I do accept returns, that is not the issue.
I was just wondering if a game cart could cause this. Or is this a problem with his console? if I send him a replacement will the problem still happen?

i'd like to see what is happening when the cart is inserted, so you should probably ask the customer to shoot the short video.

10 minutes... the only thing came into my mind is the built-in thermal/short circuit protection for 7805 voltage regulator. If the cart tends to short circuit and/or consume too much power due to that, 7805 will then rescue the console.

10 minutes is high enough for needs of cooling the 7805, therefore the protection will be released and the console continue to operate further.

If this is a case, the issue could be related to the particular cart itself or could be partly related to the cartridge slot connector. If any other cart doesn't stun the console to 10 mins... ok, i can't precisely guess what went wrong. too little info.
