Is the nes pal controller compatible with the av famicom?

I'd guess so. Normal (intially not Zapper or anything due to a certain signal that's missing) US NES controllers work fine, and I'd think they'd be no different, but PAL SNES controllers require modification, so I can't say for sure.
Increasing source of obscure Japanese information...and interface.

The non-Scandinavian PAL NES controllers you are talking about are said to work in NTSC NES so I don't see any reason that they would not work in AV Famicom.

The region protection is only one-sided. NTSC and Scandinavian PAL controllers won't work in these non-Scandinavian PAL NES consoles, but controllers from the mentioned system are supposedly universal.

Same goes for (all) PAL SNES controllers.

PAL controllers are compatible with everything they have inside 2 resistors ,  because the PAL NES have inside diodes on the controller ports, so American controllers will not work on PAL NES, but PAL controlers will work on  American NES .

Yes that's what I meant to say.

Only that it doesn't apply to all PAL. Only those PAL NES consoles sold in certain countries like Germany have region-protected controller ports using diodes (there are at least 3 different types of PAL with various types of incompatibilities).
