Can't be, there's no disk slot and there's several outputs on the back which the 64DD doesn't have. Perhaps this is something akin to the Satellaview?

I was thinking more along the lines of a design concept for the general shape of it, not the specific design of the DD.  Odds are it was never used. Is the date of this one before the DD one?

It sure looks like the DD.  Whatever it was it never got made so...yeah...
