I'm not even sure what that looks like to be perfectly honest. Too many pirate variants to count. (^_^);

If I remember correctly, it's a green translucent cart with a rumble pak (or whatever they're called).

I doubt the original release with the rumble pack is still in production though, probably your only chance of finding a new copy is if some other pirate outfit has reprinted it.

I agree. Chances of you finding one is slim.

Yeah, SMB3Special is one pirate I've yet to see a Chinese reprint of, only way to find it is its original version that was released in Taiwan, you don't ever see those turn up on Taobao often, if ever.
