"The Secret Letter"

Does anybody know what the Secret letters on Route 16 Turbo and Ikki work for? I mean, the game doesn't let you put the letter (i.e.: the E) on the title screen to start from a different level than 1. Can you put them after you finish the game and replay it from the level you want (if the games have an end)?
