Need help identifying this possible pirate

Hello, I'm a video game collector, and when I bought a lot of 29 snes games, I found this odd cartridge.  I know about famicom, but haven't collected for these before.  I put it in the snes, and it works, it comes up as Street Fighter 2 turbo.  I have a normal copy of sf2 turbo on snes, and compared.  The sound is a bit different, and the controls seem a little better on the legit snes version. Seems faster.
