I finally found out how to do the "spell" for a broom attack. Pushing A and B buttons simultaneously and rapidly with more force on A seems to be the only way to get it to work.

The spell to cast "spinning magic broom" tends to be effective at knocking mini bosses over the edge in level 2.

I love Harry's Legend, btw... Just in case you didn't know.
