Glitched Rockman 4MI

I gotRockman 4 MI on single  for a present 🎁 from a friend, but unfortunately the ROM is badly glitched. The sound is total trash and there are even some graphical and even behaviour glitches during the gameplay. The board have a place for a battery, but it save in a flash chip instead. Can this PCB can be re-flashed with a good and working
ROM ?
