Can anyone tell me if this one is a boot or not? It looks legit, but the plastic used, feels kinda cheap, and the sticker on the back label is different than most Famicom releases...  not to mention that the part numbers don't match up either.

It's a pirated cart, because the original was a black cart as far as I know.

Anything with "LC" on it is a pirate. There was one company that put out a bunch of titles with varied LC codes on them.

Is Wild also known as Sezon? Sezon has been a mystery to me, and this is the first time I've seen a game with Wild's name on it, though I've seen a screenshot of Wild's logo before.

At least I haven't found a clue that Sezon is the same as WILD.

Does the title translate to that quote, or is that from elsewhere? What's the title translate as? Just seems like a lot of English to come out of Se-ra-fuku Bishoujo Zukan.

The list has this game as Vols. 1-6. Is this Vol. 6?

Se-ra-fuku = Sailor suit
bishoujo = beautiful girl
zukan = illustrated encyclopedia

I translated that. ;)
It's a special characteristic of Japanese that phrases can be very short in comparison to English, that's why it was so hard to translate Japanese Famicom and Super Famicom games with the little space alotted to the text.

There seem to be 6 parts. This one is part 4.

 a game about encyclopedia of eight bit girls?  how would that be counted as a game?

I think the encyclopedia is kinda a bad word choice. I'm pretty sure it has nothing to do with looking up things.
