They didn't make the game for the NES...so that's as close to English as you're gonna get

There is no English version, but the title translates to something like "Anpanman!  Let's Go Hiking!"

Anpanman is a famous kids' show in Japan. The main characters are all sorts of sweet bread. 

Yes, the title roughly translates to "Anpanman! Let's go hiking together game"
Even in Japanese it's a weird title.

Wow, that seems pretty weird. I've seen another show about a kid who wants to become a baker and his catchphrase from what I can tell is "Ja! Pan!"

That could be Yakitate Japan. I haven't seen that, though.

It's not his catch phrase.  He's a baker and he wants to make a Japanese national bread akin to French Bread, Italian Bread, etc.  The Japanese call bread "pan", so he calls his bread Ja-pan.  The manga is loaded with puns, and this is no exception
