All the Momotaro Densetsu (桃太郎伝説, abbrev. Momoden) and Momotaro Dentetsu (桃太郎電鉄, abbrev. Momotetsu) games, including the Famicom ones, have a hidden hot spring/bathhouse scene where you can see several girls bathing.

The Famicom port of Hokkaidou Rensa Satsujin - Ohotsuku ni Kiyu (北海道連鎖殺人オホーツクに消ゆ) has an easter egg where, in a bathhouse, if you choose to "take" a girl's "towel", then wait for about 3 minutes without any input, she'll flash you for moment.

While the girl based off Otohime from the story of Urashima Tarou does a somewhat less racy show in the Famicom port of Youkai Douchuuki (妖怪道中記, also known as Shadow Land), it keeps the nude bathing girl and the heaven ending is full of naked bathing goddesses like in the arcade game.

From Musashi no Bouken (ムサシの冒険, fan translated as Adventures of Musashi) in the mermaid town you can pay one all your money to get a pinup shot of her topless, but she's resting on her arms so you don't see anything.  Max out your money before you pay and she'll "tail-less" as well, showing her bare butt and feet.

Near the beginning of Kaguya Hime Densetsu (かぐや姫伝説, fan translated as Moon Princess Legend) you find a girl passed out in a cave.  You're supposed to feed her an apple to wake her, but you can also wake her by kissing her.  Doing it that way leads to a bad ending later.  If you're playing on Hard you can find a swimsuit picture of her somewhere which you'll need to trade for something else.  Also at one point you need to sneak aboard a pirate ship.  The pirate's daughter just happens to be changing at the time you do.

Why yes, indeed I did sign up just to post about 8-bit fanservice.

Those are probably based off the Manneken Pis.  Japan seems to like including that (and various other real life things, like moais) in games.

Great easter egg here for splatterhouse for the famicom. Test Mode hold the A and B Button, and Down on the second controller. Then reset the game and you will enter the test mode. Here you can view all of the characters and most of their animations. You can also listen to the sounds and music. Another little trick is a strange one. Go to character 25, { Japanese Princess}, and click on her thirty two times. Press once mo she will begin to remove her robe. Press once more, and she will be with a bath towel around her and look embarrassed. Click on her an thirty four times and for the thirty fourth time, she will look more embarrassed.
